CutLog upgraded to .NET Framework 4.8

since this version CutLog has been migrated to the latest .NET framework 4.8. If you already haven't it installed it will be downloaded+installed during installation process of CutLog.

.NET Framework 4.8 runtime can be downloaded directly from this official page.

This great upgrade brings many benefits in current version of CutLog (performance,stability) and into the future, because of many new features.

In addition, because installer of .NET FW is downloaded from Microsoft web page we reduced CutLog installer itself. it has about 30 MB instead of 95MB for older versions!
